velopmentperspective.（3）总体布局(3)Overalllayout从塑造地域特色，形成标杆多式联运产业新城总部中心角度出发，控制和引导城市风貌。依照功能，重点研究创新产业平台构建和街区式布局模式、开发强度分布以及开发时序。应采用适合基地实际情况的街巷尺度进行开发，地块功能提倡混合利用。建设功能、高度和强度应考虑公铁运输噪音的影响。Fromtheperspectiveofshapingregionalcharacteristicsandformingabenchmarkmultimodaltransportindustrynewcityheadquarterscenter,controlandguidetheurbanlandscape.Basedonthefunctions,focusonresearchingtheconstructionofinnovativeindustryplatformsandblocklayoutmodels,distributionofdevelopmentintensity,anddevelopmenttiming.Thedevelopmentshouldbecarriedoutatastreetandalleyscalesuitablefortheactualsituationofthesite,andmixeduseofplotfunctionsisadvocated.Theconstructionfunction,height,andintensityshouldconsidertheimpactofnoisefrompublicandrailwaytransportation.（4）空间形象设计(4)Spatialimagedesign打造园区整体空间形象，协调好总部中心办公、商业、酒店等片区内其他功能的空间形态，进行公共开放空间整体设计，加强空间可识别性和标志性，提升片区的品质和品牌效应等。Createtheoverallspatialimageofthepark,coordinatethespatialformofotherfunctionswithintheheadquarterscenteroffice,commercial,hotelandotherareas,carryoutoveralldesignofpublicopenspaces,strengthenspatialrecognizabilityandsymbolism,andenhancethequalityandbrandeffectofthearea.（5）交通组织设计(5)Trafficorganizationdesign明确交通组织，优化机动车和慢行交通线网、内部交通流线组织、车站与周边地区的交通衔接等。梳理慢行交通系统，包括非机动车，行人步行空间及线路组织。针对原市政道路规划，可根据建筑方案设计情况，提出建设性改进意见和建议。Clarifytrafficorganization,optimizethemotorvehicleandslowtrafficnetwork,internaltrafficfloworganization,andtransportationconnectionbetweenstationsandsurroundingareas.Sortouttheslowtrafficsystem,includingnonmotorizedvehicles,pedestrianwalkingspaces,androuteorganization.Regardingtheoriginalmunicipalroadplanning,constructiveimprovementsuggestionsandrecommendationscanbeproposedbasedonthedesignofthebuildingscheme.‌2.Developmentformatplanning（16.16hectares）定位功能与产业引导结合案例研究和市场分析，根据陆港新型业态和发展趋势，结合“港·产·城·贸”战略体系，梳理陆港总部必备功能，以及后续拓展功能，对16.16公顷内开发建筑的具体功能业态及相应规模进行概念性策划，并反映在方案设计中。Combiningcasestudiesandmarketanalysisofpositioningfunctionsandindustryguidance,basedonthenewformatsanddevelopmenttrendsoflandandport,combinedwiththe"Port,Industry,City,Trade"strategicsystem,theessentialfunctionsofthelandandportheadquartersaresortedout,aswellasthesubsequentexpansionfunctions.Thespecificfunctionalformatsandcorrespondingscalesofthebuildingsdevelopedwithin16.16hectaresareconceptuallyplannedandreflectedintheschemedesign.案例对标研究：对标研究国内外陆港总部业态类型和特征、运营情况、货物类型、必备功能、入驻企业名单，确定各业态功能。CaseBenchmarkingStudy:Benchmarkingthetypesandcharacteristicsofdomesticandforeignlandportheadquarters'businessformats,operatingconditions,typesofgoods,essentialfunctions,andlistofsettledenterprisestodeterminethefunctionsofeachbusinessformat.目标定位：华东国际联运新城是金华市建设“国际枢纽城”的核心载体，旨在整合区位、物流、产业等优势，打造华东第一陆港、“一带一路”大宗商品交割中心及国际枢纽门户。总部中心需聚焦“港·产·城·贸”融合，形成链主企业引领、产业链协同、物流服务高效、国际商贸活跃的综合性枢纽平台，服务于长三角一体化及全球供应链网络。对标国际一流陆港枢纽，融入智慧物流、绿色低碳、数字化服务等前沿理念。Targetpositioning:EastChinaInternationalIntermodalTransportNewTownisthecorecarrierforJinhuatobuildan"internationalhubcity".Itaimstointegratetheadvantagesoflocation,logistics,industry,etc.,andbuildthefirstinlandportinEastChina,the"theBeltandRoad"bulkcommoditydeliverycenterandtheinternationalhubportal.Theheadquarterscenterneedstofocusontheintegrationof"port,industry,city,andtrade",formingacomprehensivehubplatformledbychainowners,coordinatedindustrialchains,efficientlogisticsservices,andactiveinternationaltrade,servingtheintegrationoftheYangtzeRiverDeltaandtheglobalsupplychainnetwork.Benchmarkingagainstworld-classlandporthubs,integratingcutting-edgeconceptssuchassmartlogistics,greenandlow-carbon,anddigitalservices.功能协同：实现物流、贸易、金融、科技等业态的垂直整合，强化“供应链-产业链-创新链”三链融合。兼顾办公效率与生活配套，打造“15分钟产城生活圈”。总部中心、公路港运营中心、现有运营中心的功能协同。Functionalsynergy:achieveverticalintegrationoflogistics,trade,finance,technologyandotherbusinessformats,andstrengthentheintegrationofthe"supplychainindustrychaininnovationchain"threechains.Balancingofficeefficiencyandlivingfacilities,creatinga"15minuteindustrialurbanlivingcircle".Thefunctionalcoordinationamongtheheadquarterscenter,highwayportoperationcenter,andexistingoperationcenter.策划要点：功能业态、空间布局、垂直交通、动态交通、静态交通、招商重点、运营建议等，提出各功能定量指标要求。根据业态需求形成招商长、短名单。Planningpoints:functionalformats,spatiallayout,verticaltransportation,dynamictransportation,statictransportation,investmentfocus,operationalsuggestions,etc.,proposequantitativeindicatorrequirementsforeachfunction.Formlongandshortlistsforinvestmentpromotionbasedonbusinessrequirements.分期开发：考虑01地块和02地块分期开发，在业态、功能、空间上可分可合，即01地块开发能满足主要功能需要，02地块开发后能与01地块形成补充又不重复。Stageddevelopment:ConsiderthephaseddevelopmentofPlot01andPlot02,whichcanbedividedorcombinedintermsofformat,function,andspace.Plot01canmeetthemainfunctionalneeds,whilePlot02cancomplementandnotduplicatePlot01afterdevelopment.（16.16公顷）3.ConceptualSchemeDesign(16.16hectares)在满足整体风貌与运营管控的前提下，应积极响应开发业态策划多样化功能业态的要求，提出合理的业态组合和规模，实现土地集约利用。对上位规划和城市设计提出的交通线网和业态定位进行优化，提出面向高效、高品质的一体化设计思路。Onthepremiseofmeetingtheoverallstyleandoperationalcontrol,weshouldactivelyrespondtotherequirementsofdevelopingdiversifiedfunctionalbusinessformats,proposereasonablebusinessformatcombinationsandscales,andachieveintensivelanduse.Optimizethetransportationnetworkandbusinesspositioningproposedbytheupperlevelplanningandurbandesign,andproposeanintegrateddesignconceptorientedtowardsefficiencyandhighquality.（1）各地块主导功能及其配套服务用房的平面布置(1)Thelayoutplanofthemainfunctionsandsupportingservicebuildingsofeachplot首先结合片区总体布局进行地块总平面图设计，再根据功能分区与不同细分功能确定主要功能分布，绘制建筑单体平面图、剖面图及相关分析图。Firstly,basedontheoveralllayoutofthearea,designtheoverallplanoftheplot.Then,determinethemainfunctionaldistributionaccordingtothefunctionalzoninganddifferentsubdivisionfunctions,anddrawtheplan,section,andrelatedanalysisdiagramsofindividualbuildings.（2）各楼栋的建筑形态、立面设计(2)Thearchitecturalformandfacadedesignofeachbuilding根据整体空间形象，渲染各地块的整体鸟瞰图、沿街面和主要视角的建筑透视效果图。需提供各单体建筑重要视角的彩色立面图、单体建筑材料的运用分析。需提供室内重点区域、室外重点节点设计意向图。Basedontheoverallspatialimage,rendertheoverallbird's-eyeviewofeachplot,aswellasthearchitecturalperspectiveviewsalongthestreetandfromthemainperspectives.Colorelevationdrawingsofimportantperspectivesforeachindividualbuildingandanalysisoftheuseofbuildingmaterialsarerequired.Designintentdiagramsforkeyindoorareasandkeyoutdoornodesarerequired.（3）地下空间利用(3)Undergroundspaceutilization合理安排总部中心区域01地块、02地块的功能空间布局、地下空间利用，滨江一侧充分利用场地高差、自然水体进行功能空间布局，减少对生态环境的破坏。结合研究范围的整体格局，有效组织各类功能的分布，强化地上地下功能的互动，尤其是与站点间的联动关系。Reasonablyarrangethefunctionalspacelayoutandundergroundspaceutilizationofthe01and02plotsintheheadquarterscenterarea,andmakefulluseoftheheightdifferenceandnaturalwaterbodiesontheriversidesidetolayoutthefunctionalspaceandreducedamagetotheecologicalenvironment.Basedontheoverallpatternoftheresearchscope,effectivelyorganizethedistributionofvariousfunctions,strengthentheinteractionbetweenabovegroundandundergroundfunctions,especiallythelinkagerelationshipbetweenstations.（4）交通设计(4)TransportationDesign规划交通空间组织应合理高效，根据各项目人流情况和道路等级，合理确定各地块出入口位置。统筹片区慢行交通系统，合理设置架空层和停车空间。Theplanningoftransportationspaceorganizationshouldbereasonableandefficient,andtheentranceandexitpositionsofeachplotshouldbereasonablydeterminedbasedontheflowofpeopleandroadgradesofeachproject.Coordinatetheslowtrafficsysteminthearea,andreasonablysetupelevatedlevelsandparkingspaces.（5）景观设计（含城市阳台）(5)Landscapedesign(includingurbanbalconies)景观方案应满足各地块的功能需求，以及片区整体协调的要求。设计风格应与华东国际联运新城定位、城市建筑风格相协调，打造具有金华特色的港务新城景观空间。结合建筑布局和设计风格，充分研究各地块的室外用地空间和景观软硬景设计。在满足基地内景观功能的同时，充分结合东阳江北岸滨江资源，对地块南侧堤防景观方案（10.8公顷）进行整合提升，做到与片区整体打造。Thelandscapeplanshouldmeetthefunctionalrequirementsofeachplotandtheoverallcoordinationrequirementsofthearea.ThedesignstyleshouldbecoordinatedwiththepositioningoftheEastChinaInternationalIntermodalNewCityandtheurbanarchitecturalstyle,creatingaharbornewcitylandscapespacewithJinhuacharacteristics.Basedonthearchitecturallayoutanddesignstyle,fullystudytheoutdoorlandspaceandlandscapesoftandhardlandscapedesignofeachplot.Whilemeetingthelandscapefunctionswithinthebase,fullyintegratingtheriversideresourcesonthenorthbankofDongyangRiver,thelandscapeplanforthesouthembankmentoftheplot(10.8hectares)willbeintegratedandimprovedtoachieveoveralldevelopmentwiththearea.（6）梳理开发时序(6)Sortoutthedevelopmenttimeline从总部园区整体运营的角度审视片区内各功能板块的开发建设时序，明确工作逻辑和资金平衡体系。在01地块先于02地块开发的大框架下，可对01地块内的开发时序进一步细化，形成滚动开发策略。Fromtheperspectiveoftheoveralloperationoftheheadquarterspark,examinethedevelopmentandconstructionsequenceofeachfunctionalsectorwithinthearea,clarifytheworklogicandfundingbalancesystem.Undertheframeworkofdevelopingthe01plotbeforethe02plot,thedevelopmenttimelinewithinthe01plotcanbefurtherrefinedtoformarollingdevelopmentstrategy.（7）投资估算(7)Investmentestimation确定片区16.16公顷内合理建设规模、功能项目和开发时序，提出可操作可实施的开发建议，拟定投资估算。Determinethereasonableconstructionscale,functionalprojects,anddevelopmenttimelinewithin16.16hectaresofthearea,proposefeasibleandimplementabledevelopmentsuggestions,andprepareinvestmentestimates.4.方案设计及后续配合（16.16公顷）4.Schemedesignandsubsequentcoordination(16.16hectares)中标单位设计工作服务范围应包括：方案设计报批及项目建设全程的效果把控，包括向后续初步设计单位的提资文件（含平面、立面、剖面、节点大样等）、幕墙概念方案设计及指导性节点大样，需满足专项设计单位和政府报建的意见要求，确保其可实施性。同时，需对土建施工图设计配合及施工过程配合、提供设计技术交底等工作，并需配合其他专业专项设计等工作（包括但不限于以下内容：园林景观设计、灯光设计、标识系统设计、幕墙设计、室内二次装修设计等）及招标文件（含设计合同，下同）规定的其他工作内容。Thescopeofdesignservicesprovidedbythewinningbiddershouldinclude:schemedesignapprovalandoverallprojectconstructioneffectcontrol,includingsubmissionofinformationdocuments(includingplans,elevations,sections,nodedetails,etc.)tosubsequentpreliminarydesignunits,conceptualdesignofcurtainwalls,andguidingnodedetails,whichmustmeettheopinionsandrequirementsofspecialdesignunitsandgovernmentconstructionapplicationstoensuretheirfeasibility.Atthesametime,itisnecessarytocooperatewiththecivilconstructiondrawingdesignandconstructionprocess,providedesigntechnicaldisclosure,andcooperatewithotherspecializeddesignwork(includingbutnotlimitedtothefollowing:landscapedesign,lightingdesign,signagesystemdesign,curtainwalldesign,interiorsecondarydecorationdesign,etc.)andotherworkcontentspecifiedinthebiddingdocuments(includingdesigncontracts,thesamebelow).三、功能和指标要求1.用地位置1.Landuselocation协调研究区范围面积为133公顷，西至经四路，东至站前路，南至东阳江、北至金瓯路。方案设计项目两个地块用地性质：商务金融用地（0902），商业用地（0901）。该地块用地性质为商业商务金融混合用地。Thecoordinatedresearchareacoversanarea
